{"id":164666,"date":"2023-09-06T08:17:58","date_gmt":"2023-09-06T11:17:58","guid":{"rendered":"https:\/\/www.informelitoral.com.ar\/?p=164666"},"modified":"2023-09-06T18:02:09","modified_gmt":"2023-09-06T21:02:09","slug":"el-gobierno-redujo-la-carga-tributaria-de-los-trabajadores-independientes","status":"publish","type":"post","link":"https:\/\/informelitoral.com.ar\/el-gobierno-redujo-la-carga-tributaria-de-los-trabajadores-independientes\/","title":{"rendered":"El gobierno redujo la carga tributaria de los trabajadores independientes"},"content":{"rendered":"<section class=\"texto\">El Gobierno nacional formaliz\u00f3 una serie de cambios en el r\u00e9gimen de monotributo para el trabajador independiente promovido, con una reducci\u00f3n de las cargas obligatorias para que los trabajadores informales y vulnerables puedan acceder a la cobertura social.El Decreto 444\/2023 publicado hoy en el Bolet\u00edn Oficial, oficializa el anuncio del mes pasado del ministro de Econom\u00eda, Sergio Massa.<\/p>\n<p>\u00abNo vamos a esperar al 10 de diciembre para poner en marcha el monotributo productivo. A fin de agosto lo vamos a poner en marcha en un gran trabajo con todos los movimientos sociales, con un DNU. Lo primero que tenemos que hacer es darle a ese trabajador el derecho a una obra social, un seguro de riesgo de trabajo, aporte jubilatorio, porque tenemos que visibilizar para ponerlos en el circuito formal de la econom\u00eda\u00bb, manifest\u00f3 el titular del Palacio de Hacienda y candidato presidencial en un acto previo a las elecciones primarias.<\/p>\n<p>El nuevo monotributo consiste en una modificaci\u00f3n del r\u00e9gimen previsto para el trabajador independiente promovido: personas que realizan actividades que no configuran una relaci\u00f3n de dependencia, y que representan su \u00fanica fuente de ingreso, sin capital propio y con la sola ayuda de los \u00fatiles y herramientas necesarios.<\/p>\n<p>Entre los trabajadores encuadrados, se encuentran aquellas donde se elaboran o transforman materias primas en la v\u00eda p\u00fablica o en la casa del trabajador, es decir, sin un local estable.<\/p>\n<p>Acopiadores, agricultores, artesanos, alba\u00f1iles, apicultores, arrieros, canasteros, cementistas, changadores, chapistas, costureros, cocineros y cuidadores de veh\u00edculos son algunas de las actividades contempladas.<\/p>\n<p>Tambi\u00e9n pueden acceder a ese r\u00e9gimen dibujantes, enfermeros, esquiladores, floricultores, jardineros, lustradores, le\u00f1adores, peque\u00f1os productores agropecuarios, pintores, serenos, zapateros y vendedores ambulantes, entre otros.<\/p>\n<p>En este r\u00e9gimen, las personas est\u00e1n exentas del pago del impuesto integrado y s\u00f3lo se contempla el pago de una cuota de 5% mensual de lo facturado mensualmente que se destina a cuenta de los aportes jubilatorios.<\/p>\n<p>De forma opcional, adem\u00e1s, pueden realizar un aporte para acceder a una obra social.<\/p>\n<p>El decreto de hoy establece que, durante los primeros 36 meses a la adhesi\u00f3n al r\u00e9gimen, s\u00f3lo se pagar\u00e1 1% de los ingresos brutos mensuales o el equivalente al 25% del aporte mensual al sistema previsional correspondiente, lo que resulte menor.<\/p>\n<p>Vencido el plazo, la cuota de inclusi\u00f3n social aumentar\u00e1 a 2,25% de los ingresos brutos mensuales.<\/p>\n<p>El r\u00e9gimen prev\u00e9 que, una vez finalizado el a\u00f1o, los trabajadores cuyas cuotas hayan resultado inferior al aporte m\u00ednimo anual de jubilaciones, puedan pagar la diferencia para ser considerados aportantes regulares.<\/p>\n<p>Dicha diferencia, a partir del decreto de hoy, ser\u00e1 financiada por el Ministerio de Desarrollo Social en el caso de aquellos trabajadores inscriptos en el Registro Nacional de Trabajadores y Trabajadoras de la Econom\u00eda Popular (Renatep).<\/p>\n<p>Del mismo modo, el r\u00e9gimen, que hasta ahora no permit\u00eda su acceso a aquellos trabajadores que \u201cperciban otros ingresos de cualquier naturaleza\u201d, ser\u00e1 compatible desde ahora con los programas de car\u00e1cter alimentario de Desarrollo Social.<\/p>\n<p>Si bien el r\u00e9gimen impide la adhesi\u00f3n a aquellos trabajadores que hayan obtenido ingresos brutos superiores a la suma m\u00e1xima prevista en la Categor\u00eda A del monotributo, el decreto de hoy permite el \u201cdiferimiento del pago de parte de las cotizaciones\u201d a las que se encuentran obligados los contribuyentes que, si bien re\u00fanen las condiciones de vulnerabilidad previstas por el esquema, poseen ingresos que superan la suma m\u00e1xima de la Categor\u00eda A pero son inferiores a los de la Categor\u00eda B.<\/p>\n<p>Estos cambios \u2013se\u00f1alan los considerandos- buscan \u201cotorgar a m\u00e1s personas trabajadoras la posibilidad de incorporarse al circuito formal de la econom\u00eda y promover la igualdad de oportunidades mediante el goce de prestaciones de la seguridad social\u201d.<\/p>\n<p>El texto adelanta que esta medida ser\u00e1 \u201creforzada con las propuestas que oportunamente elevar\u00e1 el Poder Ejecutivo\u201d en el proyecto de ley del
